How many people can a new WhatsApp Business API number message?

Meta counts delivered messages sent outside a customer service window to unique WhatsApp numbers, over a moving 24 hours, and it sets the limit at the business portfolio level, so every phone number in the portfolio shares it. Two messages to the same person in a day count once. Replies to someone who messaged you in the last 24 hours do not count at all. A correction to our own pages

Meta's current documentation gives 250 for a new portfolio and 2,000 once the business is verified. This plan follows Meta's documentation, and we have flagged both pages for correction.

What has to be ready before the first broadcast?

Verification first, because it decides whether week two starts at 250 or at 2,000. Meta lists business verification, or verification by the partner that onboarded you, as one way to reach the 2,000 tier straight away. The other way is to deliver 2,000 template messages to unique numbers within a 30-day moving period using high-quality templates, which at 250 a day takes at least 8 sending days. On a 10,000-contact list that is the difference between a full broadcast in week three and one in week five.

  1. Meta Business verification submitted on day 1, with the legal name, website and documents matching exactly. Our setup quotes 5 to 10 working days depending on Meta's review.
  2. The platform account (AiSensy, Interakt or Wati) and the API number registered in your name, not the agency's, so the limit and the quality history belong to you.

Two rules from our WhatsApp service page run through every week: no segment receives more than one marketing message a week, and anyone who ignored the last 6 messages is suppressed. What gets a WhatsApp Business number or template held back?

Meta rates each template green, yellow or red. Its template quality documentation says yellow and red follow negative feedback from multiple WhatsApp users or low read rates, and that a template whose status changes to anything other than APPROVED cannot be sent. Separately, high-quality messaging across all your numbers and templates is one of the two conditions for any automatic tier increase. So a poor send costs twice: the template can stop working, and the account stops growing while you fix it.

  • Sending to contacts who never opted in. They block and report, and that is the negative feedback the rating counts.
  • Opening the ramp with the full list instead of the most engaged segment. Low read rates on the first sends drag the template down before it has a history.
  • Messaging the same segment more than once a week. Our own cadence caps it at one marketing message a week per segment.
  • Using one template for everything. If the offer template turns yellow, a separate reminder template keeps working, which is why the setup approves five.

What if your list is smaller than 10,000?

Then the ramp is shorter but the order is the same. A 1,500-contact list fits inside the 2,000 tier, so once verification lands the first full broadcast can go in week two. The risk with a small list is the opposite one: there is no cold segment to protect, so every contact is in the first send, and the suppression and once-a-week rules carry all the weight. A list that small rarely needs to pass 10,000, because to move up you must use half your limit every 7 days.

Growing the list is a separate job.   • Current tier, and how many unique recipients have been used in the last 7 days.
  • Template status is APPROVED and its quality rating is green.
  • The segment is opted in, has not been messaged this week, and excludes anyone who ignored the last 6 messages.
  • The send is split across days if it exceeds the 24-hour limit, rather than queued past it.
  • A reply path is staffed or automated, because replies open free service windows and a fast answer is the best quality signal you control.
