How Much Should a Small Business Spend on Digital Marketing Per Month in India (2026)?
Not a percentage of revenue, and not a number we invented. The monthly figure built upwards from published prices, with GST, the commitment each line carries, and what year one actually totals.

A small business in India should budget ₹40,000 to ₹80,000 a month all-in at Mediaverse Digital's published rates: management from ₹25,000 plus ₹15,000 to ₹50,000 in ad budget. Below ₹40,000, put the money into a website and local SEO first, because those keep working when spend pauses.
Key takeaways
- The published starting point for a local business is ₹40,000 to ₹80,000 a month all-in: management from ₹25,000 plus ₹15,000 to ₹50,000 of ad budget paid directly to Meta.
- GST at 18 percent applies to agency fees, not to the ad budget you pay Meta yourself. A ₹25,000 retainer bills at ₹29,500; a ₹40,000 SEO plan bills at ₹47,200.
- The two monthly lines carry different commitments: Meta ads management is month-to-month, SEO runs on a 3-month minimum, so ₹40,000 a month is really a ₹1,41,600 landed decision.
- Ads buy attention that stops the day you stop paying. SEO compounds but bends at months 4 to 9. Below the ₹40,000 line the published advice is to skip both and build the website first.
- Year one, ads-first, is ₹7,84,800: a ₹60,000 site and 12 months of ₹25,000 management landed at ₹4,24,800, plus ₹3,60,000 of ad budget at ₹30,000 a month.
- We publish no percentage-of-revenue rule and no universal cost per lead. The only lead cost on our site is real estate at ₹300 to ₹1,500 in metros, which is one sector, not a benchmark.
Almost every answer to this question online is a percentage: spend 5 percent of revenue, or 10 percent if you are growing. We do not publish a percentage rule, because we have never seen one survive contact with an actual quote. What we do publish is every price we charge, on one public pricing page, and a monthly budget can be built upwards from those numbers in about five minutes. The published starting point for a local business is ₹40,000 to ₹80,000 a month all-in: management from ₹25,000 plus ₹15,000 to ₹50,000 of ad budget. This guide shows where that range comes from, what 18 percent GST does to it, which lines lock you in and for how long, and what the first twelve months actually total.
How much should a small business spend on digital marketing per month in India?
Between ₹40,000 and ₹80,000 a month is the published answer for a local business, and it is worth being precise about what sits inside that range. Management starts at ₹25,000 a month for Meta ads, and the ad budget of ₹15,000 to ₹50,000 is paid by you directly to Meta from your own account. That is one route. The other is SEO and AI search optimisation at ₹40,000 a month, which carries no ad budget at all because nothing is being bought by auction. The four tiers below are the real shapes a monthly budget takes at these prices.
| Tier | Agency fees per month | Fees landed with 18% GST | Ad budget paid to Meta | Total monthly outlay |
|---|---|---|---|---|
| Foundation only, no retainer | ₹0, or ₹8,000 care plan | ₹0, or ₹9,440 | ₹0 | ₹0 to ₹9,440 |
| Ads first | ₹25,000 (Launch plan) | ₹29,500 | ₹30,000 to ₹50,000 | ₹59,500 to ₹79,500 |
| Compounding first | ₹40,000 (SEO Foundations) | ₹47,200 | ₹0 | ₹47,200 |
| Both engines | ₹65,000 (₹25,000 + ₹40,000) | ₹76,700 | ₹30,000 | ₹1,06,700 |
| Scaling | ₹1,25,000 (₹50,000 + ₹75,000) | ₹1,47,500 | ₹1,50,000 and up | ₹2,97,500 and up |
What GST applies to
The 18 percent lands on our fees, which is why every figure in the third column is the fee multiplied by 1.18. Your ad budget is paid straight to Meta from your own account and appears on Meta's invoice, not ours. Keeping the two apart matters: a business that budgets ₹55,000 for the ads-first tier and forgets the tax is ₹4,500 short every month.
What does each monthly tier actually buy?
Foundation only: ₹0 to ₹9,440 a month
This is a real tier, not a placeholder, and it is the published advice for any business under the ₹40,000 line: put the budget into the website and local SEO first, because they compound and keep working when spend pauses. A Starter site is ₹60,000 one time, up to 8 custom pages with conversion copy, on-page SEO and schema, WhatsApp lead capture and analytics, live in 3 to 4 weeks. After that the only recurring line is an optional ₹8,000 a month care plan, ₹9,440 landed, covering hosting management, security updates, backups and small edits. A business doing this properly alongside a well-kept Google Business Profile is spending under ₹10,000 a month and is not doing nothing.
Ads first: ₹59,500 to ₹79,500 a month
The Launch plan is ₹25,000 a month, ₹29,500 landed, and covers pixel and Conversions API setup, a full-funnel campaign build, 6 new ad creatives a month, weekly optimisation and a monthly report and call, month-to-month with no lock-in. It handles ad budgets up to ₹1.5 lakh a month. On top of it we recommend ₹30,000 to ₹50,000 of monthly ad budget, and that recommendation exists for a mechanical reason rather than a commercial one: below it, campaigns do not gather enough conversion events to exit the learning phase, so results get slower and noisier rather than simply smaller.
Compounding first: ₹47,200 a month
SEO Foundations is ₹40,000 a month, ₹47,200 landed, on a 3-month minimum: technical SEO fixes, 4 answer-first articles a month, schema and entity setup, directory and profile consistency, and a monthly ranking and AI-citation report. There is no ad budget line because nothing is bought at auction, which makes this the cheaper monthly total of the two engines and the slower one to show results. Expect long-tail rankings in 2 to 4 months, meaningful traffic and leads at 4 to 9 months, and AI-engine visibility often faster at 3 to 6 months.
Both engines: ₹1,06,700 a month
Running ads and SEO together is ₹65,000 in fees, ₹76,700 landed, plus ₹30,000 of ad budget. This is the tier most businesses actually want and the one most should not start on. The reason is sequencing rather than money: the ads pay for the months while SEO has not yet bent, but a business that cannot sustain the combined figure for at least six months gets the worst of both, a stopped ad account and an SEO programme abandoned before month four.
Should you spend on ads or on SEO first?
The honest test is not which channel is better but which failure you can survive. Ad spend converts to attention immediately and stops converting the day the card declines. SEO produces nothing you can point at for a quarter and then keeps producing after you stop paying for it. Ask which of those two shapes matches the cash in your business right now, then read the table.
| Meta ads (Launch) | SEO and AI search (Foundations) | |
|---|---|---|
| Monthly fee | ₹25,000 (₹29,500 landed) | ₹40,000 (₹47,200 landed) |
| Ad budget on top | ₹30,000 to ₹50,000 recommended | None |
| Smallest realistic monthly total | ₹59,500 | ₹47,200 |
| Commitment | Month-to-month, no lock-in | 3-month minimum, so ₹1,41,600 landed |
| First signal | Leads typically inside the first weeks | Long-tail rankings at 2 to 4 months |
| When it compounds | It does not. Output tracks spend | Months 4 to 9, and AI visibility at 3 to 6 |
| What happens when you pause | Traffic stops within a day | Rankings and citations persist and decay slowly |
| What you are buying | Attention you rent by auction | Assets you keep: pages, schema, citations |
The commitment is not symmetric
Read the commitment row twice before choosing. Meta ads management is month-to-month, so ₹25,000 is genuinely a one-month decision. SEO Foundations runs on a 3-month minimum, so ₹40,000 a month is really a ₹1,20,000 decision before tax and ₹1,41,600 after it. That is not a reason to avoid it. It is a reason to start it in a quarter you can see the end of.
What does the first year actually cost?
Monthly figures hide the one-time line every business still has to pay: the website the traffic lands on. A Starter site is ₹60,000 and a Growth site ₹1,50,000, both one-time, and there is little point paying for either engine without one. Three twelve-month totals, each built on the ₹60,000 Starter site, with 18 percent GST on fees and ad budget shown separately.
| Route | Fees for the year | Fees landed with GST | Ad budget for the year | Year-one total |
|---|---|---|---|---|
| Foundation only (site plus care plan) | ₹60,000 + ₹96,000 | ₹1,84,080 | ₹0 | ₹1,84,080 |
| Ads first (site plus ₹25,000 a month) | ₹60,000 + ₹3,00,000 | ₹4,24,800 | ₹3,60,000 at ₹30,000 a month | ₹7,84,800 |
| Compounding first (site plus ₹40,000 a month) | ₹60,000 + ₹4,80,000 | ₹6,37,200 | ₹0 | ₹6,37,200 |
| Both engines (site plus ₹65,000 a month) | ₹60,000 + ₹7,80,000 | ₹9,91,200 | ₹3,60,000 at ₹30,000 a month | ₹13,51,200 |
Two things fall out of that table. The ads-first route costs ₹1,47,600 more than the SEO route across the year once ad budget is counted, which surprises people who think of ads as the cheap option. And the gap between doing the foundation properly and running both engines is ₹11,67,120, which is the real decision most small businesses are making when they ask what they should spend per month.
What we do not publish
Three gaps worth naming, because their absence is what makes the rest of this credible. We publish no percentage-of-revenue rule, and we would not trust one: the correct spend for a ₹2 crore clinic and a ₹2 crore builder differ by more than any percentage can express. We publish no universal cost per lead. The single lead-cost figure anywhere on this site is ₹300 to ₹1,500 for real estate in Indian metros, which is one sector in one country and should never be read as a benchmark for yours. And we publish no promised timeline to profitability, because it depends on your margin and close rate rather than on our work. What we do publish is every price, which is enough to build the budget above without asking anyone for a quote.
A six-question budget checklist
- Do you already have a website worth sending paid traffic to? If not, the ₹60,000 one-time line comes before any monthly line.
- Can you sustain your chosen tier for six months, not one? A stopped programme costs more than a smaller one.
- Have you added 18 percent to the fees? ₹25,000 bills at ₹29,500 and ₹65,000 at ₹76,700.
- Is your ad budget at least ₹30,000 a month? Below that the learning phase, not the agency, sets your results.
- Which failure can your business survive: paid traffic stopping in a day, or seeing nothing for a quarter?
- Do you know what a lead is worth to you? Without that number, no budget on this page can be judged, and the tracking setup has to come before the spend.
Frequently asked questions
How much should a small business spend on digital marketing per month in India?
A practical published starting point is ₹40,000 to ₹80,000 a month all-in: Meta ads management from ₹25,000 plus ₹15,000 to ₹50,000 of ad budget paid directly to Meta. Landed with 18 percent GST on the fees, the ads-first tier runs ₹59,500 to ₹79,500 a month. SEO and AI search optimisation is ₹40,000 a month, ₹47,200 landed, with no ad budget on top. Below ₹40,000, the money is better spent on a website and local SEO first.
Is there a percentage of revenue rule for digital marketing budgets in India?
We do not publish one and would not rely on one. Two businesses with identical revenue can need completely different budgets depending on margin, ticket size, sales cycle and how much of their demand already exists in search. A percentage also tells you nothing about the minimums that actually govern a plan: ad budget below roughly ₹30,000 a month struggles to exit the learning phase whatever your revenue is. Build the number upwards from prices and minimums instead.
What is the smallest monthly budget worth spending?
If you mean the smallest that buys a working engine, ₹47,200 landed for SEO Foundations at ₹40,000 a month, or ₹59,500 for ads-first with a ₹30,000 ad budget. If you mean the smallest that is not wasted, it is closer to ₹9,440: a ₹60,000 website already built, an ₹8,000 a month care plan, and a properly maintained Google Business Profile. That last option is the published advice for anyone under the ₹40,000 line.
Should a small business spend on ads or SEO first?
Choose by which failure you can survive. Ads produce leads within weeks and stop producing the day you pause, so they suit a business that needs cash flow now and can keep paying. SEO produces little for a quarter, bends at months 4 to 9, and keeps working after you stop, so it suits a business that can wait. If you can only sustain one for six months, run that one properly rather than splitting the budget across both.
Is the ad budget part of the monthly fee or extra?
Extra, and it never passes through us. Management is ₹25,000 a month for budgets up to ₹1.5 lakh a month and ₹50,000 for budgets up to ₹5 lakh; your ad budget is paid directly to Meta from your own account, which you own. That separation is why the tables here show fees and ad budget in different columns, and why 18 percent GST is applied only to the fee column. Meta bills its own charges on its own invoice.
How long is the commitment on a monthly digital marketing plan?
It differs by service and the difference matters. Meta ads management is month-to-month with no lock-in, so ₹25,000 is a one-month decision you can stop after a single report. SEO plans run on a 3-month minimum, which makes ₹40,000 a month a ₹1,20,000 commitment before tax and ₹1,41,600 after it. Websites are one-time and fixed-scope, quoted before work starts, with the domain, code and every account registered in your name.
